In delivering ‘social science that makes a difference’, the Research Programmes of the Human Sciences Research Council initiate and undertake policy-oriented research projects and programmes from its offices in Cape Town, Durban, Pietermaritzburg, and Pretoria. Its public-purpose mandate is set out in the Human Sciences Research Council Act of 2008.

The Centre for Science, Technology and Innovation Indicators (CeSTII) is a specialist research centre within the Human Sciences Research Council that is dedicated to producing policy relevant research and statistical analysis in the domain of science, technology and innovation, in the African context. CeSTII has a vision to be a thought and practice leader, as well as an acknowledged site of excellence in its field, and aims to consolidate its position as a value-adding component of South Africa’s national innovation system. CeSTII includes specialists in the area of science, technology and innovation measurement and policy, as well as economic development and other social science disciplines.

CeSTII wishes to appoint a Freelance Solution Architect to supply part-time services to the Centre on a rapid implementation and defined-timeframe survey digitalisation project. This public sector innovation project aims to improve survey performance through interoperating existing technology stacks and developing a new user interface for survey respondents. Reporting to the Project Coordinator, and working in a management role with a Senior & Junior Full Stack Developer, UI/UX Specialist, and Systems Engineer, as well as a multi-disciplinary team of CeSTII and HSRC research staff, the Solution Architect will deliver work of the highest quality, on time, and within budget, on deliverables required by the Centre.

Key responsibilities and deliverables will include:
•Analysis and re-engineering of survey data capture business processes using existing technology stacks.
•Lead information architecture design & build, including overseeing the design and build of new databases/integration solutions.
•Interface between users and the development team, including a senior systems engineering dyad at the CSIR.
•Coordinate UX/UI specialist and senior and junior developer activities, and sign off results.
•Agile reporting as part of a multi-disciplinary project coordination and support team.
•Documentation and training of results to CeSTII and HSRC team.
•Work effectively with a multi-disciplinary research team, as well as software development and project coordination and support team, to deliver a new product that can be used in a live survey environment.

•An Honours and/or Master’s degree in computer science, information systems, engineering and/or systems design;
•Extensive experience in the private sector in solution architect or equivalent roles;
•Experience in working with and/or within government settings will be an advantage;
•xperience of and/or know-how in all or most of Linux Ubuntu, MySQL, php, HTML5, CSS, Javascript, AJAX, JQuery, Java Standard and Enterprise Edition, Java Persistence Architecture & the Spring Data JPA Module, Hibernate, Apache Tomcat (Java Web Server), Spring Framework, Saiku, Thymeleaf, Git, Maven, Microsoft Azure Cloud Platform (and associated build tools), AWS CloudFormation (and associated build tools).
•Proven team and/or line management experience;
•Performance-oriented, deadline driven, and solution focussed;
•Creative problem solving abilities given known constraints.

Shortlisted applicants will be required to undertake a competency exercise for this position. The successful candidate will be appointed on a freelance contract with short-term specified deliverables.
